The Senate together approved on the bill that seeks to keep child offenders out of jail. The decision was taken after 12 years long proceeding.



Francis Pangilinan, Senate majority leader and also the principal author of the Juvenile Justice Bill, opined that is it is ‘crucial to the welfare of thousands of children who are suffering detention along with adult criminals.’ He also said that the children in the jail suffer all kinds of horrible conditions, which retard their growth physically, emotionally and spiritually.
